Health and health equity in policymaking across sectors: Identifying opportunities and challenges in implementing Health in All Policies

This article, published in the Scandinavian Journal of Public Health, describes planned work within JA PreventNCD to strengthen the implementation of Health in All Policies (HiAP) across Europe. It outlines how the project will assess how health and health equity perspectives are currently included in policymaking beyond the health sector, and how these perspectives can be embedded more systematically across sectors and levels of governance.

The paper sets out four overarching aims. First, the work will map existing structures, processes, and tools for HiAP, using approaches such as reviews, policy document analysis, interviews, and cross-country comparisons, including subnational case studies. Second, it will identify opportunities and challenges for integrating health and equity considerations in sectoral policies, including areas such as mental health promotion and stigma, sleep, food environments, physical activity, and commercial influences on policymaking. Third, it will develop and apply ways to monitor and evaluate policy implementation, including identifying relevant indicators and examining enforcement practices related to products such as alcohol, tobacco, and nicotine. Finally, it will translate findings into actionable recommendations through policy dialogues, workshops, tools, and capacity-building activities to support decision-makers.
