Advancing the Monitoring of Non-communicable Diseases to Support Prevention Strategies in the Joint Action PreventNCD

This scientific article, published in the Scandinavian Journal of Public Health, examines how the Joint Action PreventNCD is addressing major gaps in NCD monitoring across Europe. Fragmented data systems, inconsistent indicators and limited interoperability continue to hinder coordinated public health action. The PreventNCD work package on monitoring responds to these challenges by promoting harmonised methodologies, strengthening capacity at all levels and supporting the shift towards prevention-driven policymaking.

The article outlines a comprehensive approach that includes mapping existing monitoring systems, improving methodological consistency, and facilitating knowledge exchange among Member States. The work spans clinical and population-level data, healthcare access and costs, and the integration of surveys, registries, biomarkers and citizen-generated data. It also explores innovative tools – including machine learning, digital technologies and risk modelling – to support early detection and more effective prevention strategies.

Pilot activities in pooled surveys, economic modelling and digital monitoring tools contribute to the development of a long-term, interoperable Monitoring Assessment Tool, designed to enhance comparability and communication of NCD data across Europe.

By identifying monitoring gaps, strengthening interoperability and fostering cross-border learning, this work package aims to improve the evidence base for prevention policies and support EU-wide efforts to reduce the burden of NCDs and health inequalities, in alignment with the European Beating Cancer Plan and the Healthier Together initiative.
